Updates: Universal Europe recently released both "THE PEOPLE UNDER THE STAIRS" and "THE SERPENT AND THE RAINBOW" on DVD (PAL/R2+4). They are widely available, and pretty cheap. The film won't be officially released until April 26th, but if you are curious (and patient) enough, you can download it now off of Morpheus. I don't know about you, but I'd rather spend the $8.25 on booze instead of a ticket to a questionable-at-best movie.
