That was a Mccaine campaign promise, not Obama. Which was funny when you consider the fact that Mccain is one of the biggest earmarkers in Congress. President Obama submitted a national budget bill in early February that had ZERO earmarks, and the Republicans refused to vote on it untill they had loaded it full of their "special projects". What Obama said during his campaign is he would review any earmarks and remove the ones that went to specific corporations and re-submit the bill. And that the process would be visible to the general public, which he HAS done.
The line item veto was ruled unconstitutional by the supreme court in '94.
