I don't go so far as to say Full Frontal Nudity equals a good movie. HOWEVER, it can give more incentive to watching a so-so movie. It can also make a good movie even better (usually)!
There have been times, I've had some crap playing, and though there is some nudity here and there, the movie is so uninteresting I fastforward through, possibly stop on some nude scenes for a moment, fastforward again, etc.
A good example of this for me was Flesh + Blood. My thoughts after 30 minutes or so was, "This sucks, I could be watching something else". FAST FORWARD...... "Oh, JJ Leigh is getting naked, that's kinda cool..." FAST FORWARD. "Well, she's naked again".... FAST FORWARD. THE END.
After my experience with Flesh + Blood I watched Turkey Shoot / Escape 2000. That movie was MUCH better, and I don't think it featured any nudity!
Another excellent example of this was Fantom Kiler. What a waste of money. I bought it thinking I may get something POSSIBLY similar to a Jess Franco film. I knew they weren't winners, however I was willing to give them a go.
I tried to watch the Fantom Kiler DVD's, but I couldn't tolerate it. The nudity didn't help it much at all, I didn't care for many of the female featured.
That's probably the most irritated I've been with a DVD purchase. I didn't even want it sitting next to other DVD's I owned. Soon after that I sold those 3 DVD's on ebay, I didn't make all my money back, however I got something for the set, ahhahah.

Damnit, Beavis, put that away. You're not supposed to have your penis out when you're cooking.
