You know, I thought the guy on the back of the box looked like him but I didn't actually read he credits on the front until now, it is him! As to whether it's the same movie, I guess, I've never seen either but Revenge of the Living Zombies goes directly to Flesheater when I search it on imdb so I guess it is. Regarding the catalog numbers, yes. I thought that was kind of odd but you can see it in the pic. No idea what happened there.
